The Joint Council for the City of New Lisbon met on Monday, February 15, 2021 at 7 p.m. in a regular meeting in the New Lisbon common room. The following members were present: Mayor Jacob Kallies, Alderperson Mark Toelle, Marv Newlun and Kenneth Southworth and Morgan Reichhoff. Also present were Public Works Director Nick Wyss, City Clerk / Treasurer Lisa Vinz, Police Chief Kyle Walker, and Police and Fire Commissioner Mike Buehl. A request for approval of the minutes of the meeting for January 18, 2021 was made by Newlun and the second by Toelle. With one vote, all members present voted “Yes”. Movement carried. During a public comment, Tina Hinton presented the town with a check from the Friends of the Library for a contribution to the library building fund. Tina also thanked Councilor Marv Newlun for his support. Roy Granger, spokesman for the New Lisbon Veterans Memorial Committee, presented the council with a plan for the installation of a Veterans Memorial. Pictures of the monuments were included in its presentation. Mr. Granger will present a site plan for a future council meeting. Reichhoff moved and Southworth Seconds to approve the spending of an additional $ 415.00 to purchase a rear view camera for the new first responder vehicle. With an appeal, Toelle, Newlun, Reichhoff and Southworth voted “Yes”. Movement carried. A public hearing was held at the Planning Commission meeting on February 15 at 6:30 p.m., the standards were reviewed, and the Planning Commission approved the Conditional Use Application filed by Riverstone Apartments to relax the 25 foot kickback requirement Apply to 20 feet feet to allow the development of 4 unit homes on the site. A proposal for a new multifunctional copy leasing has been submitted to the Council. The lease for old units expires in May 2021. Newlun and Toelle petitioned to approve a new lease with Bauernfeind for a new multifunctional color copier with a monthly lease rate of $ 124.04. With a roll-call vote, Toelle, Newlun, Reichhoff and Southworth voted “Yes”. Movement carried. Newlun and Toelle applied for a license to operate Keith O’Connor. With one vote, all members present voted “Yes”. Movement carried. Newlun and Southworth filed for approval of an operator license for Jennette Platt. With one vote, all members present voted “Yes”. Movement carried. Newlun and Reichhoff applied for an operator license for Dawn Baldwin. With one vote, all members present voted “Yes”. Movement carried. Newlun and Toelle applied for a license to operate for James Krus. With one vote, all members present voted “Yes”. Movement carried. Nick Wyss, Public Works Director, reported the following: The first phase of the main sewage and water project on Allan Road has been advertised and is due Thursday, February 18th. 3 Welcome to New Lisbon signs are currently under renovation. A new camera security system is being installed in the public building. Lisa Vinz, City Clerk / Treasurer, reported on the following: Examination completed; The spring election will take place on Tuesday, February 16. Mayor Jacob Kallies informed the council that he is pursuing the publication of a sheriff sale for the closed building at 1701 East Bridge Street. submitted a draft development plan for the vacant lot Hwy 12/16 to the council. Alderperson Morgan Reichhoff reported the following: No library meeting for the month of February; inquired about the status of the inspection at 215 Wisconsin Street. Alderman Ken Southworth recognized the police department and first responders who responded to his mother’s call for help and her professional and prompt response. Alderperson Marv Newlun reported the following: PFC approved the purchase of a computer for a patrol car and approved first responders to have a new member, Aaron Harnisch. Alderperson Mark Toelle reported the following: The WaDuShuda Committee will meet on Wednesday February 17th. WDS will be a two day celebration; The Room Tax Committee approved several checks for dealers in the area. A motion has been made to start a closed session under State Law 19.85 (1) (e), deliberating or negotiating the purchase of public real estate, investing public funds, or conducting other specified public affairs for competitive or negotiating grounds require a closed session by Toelle and, second, by Southworth. With one vote, all members present voted “Yes”. Movement carried. One motion to get out of the closed session was made by Southworth and the second by Newlun. With one vote, all members present voted “Yes”. Movement carried. No action was taken in the closed session. A request for approval of the $ 33,382.03 bills was filed by Newlun and Southworth. With a roll-call vote, Toelle, Newlun, Reichhoff and Southworth voted “Yes”. Movement carried. One motion for adjournment was made by Reichhoff and the second by Southworth.
