Ask a real estate pro: Who has to pay for water damage?

Q: A couple of weeks ago, the water heater in another apartment in our condominium was replaced. The management company has only put up signs in one section indicating that the water will be turned off. We lost water in my unit so I went outside to check. Seeing no one nearby, I noticed that the main water valve was closed. When I opened the valve it apparently caused an overflow where they were working and damaged the device where the heater was being replaced. Who is liable for the damage? – Jerry
