Council agrees to two-year rebuild of Hillside Drive section

Elliot Lake City Council has pre-approved a complete rebuilding of Hillside Drive from Highway 108 to Hutchison Avenue. The plan will feed into the city’s 2022 budget process.

The work includes the road and underground infrastructure including water, sanitary and storm sewers as well as curbs and sidewalks. At its virtual meeting on Monday evening, the council unanimously approved the estimated $ 6 million project.

Elliot Lake Public Works Director Daryl Halloch wrote the following in his report to the council.

The storm sewer will be completely removed and replaced, with the sewer and transmission line to be determined, possibly a liner candidate that would require camera inspection to find out and would be part of the detailed design process.

The road works would include the complete removal and replacement of the sidewalk, concrete curb and gutter, asphalt, granules, underground drains and geotextile / geogrid.

A geotechnical survey would identify the requirements, but for budget reasons we have set prices initially to Pine and Poplar (two streets under renovation) and propose the addition of a new sidewalk connecting Ontario Avenue to the path systems along Highway 108.

Councilor Ed Pearce expressed concern about the city’s resources, saying he wondered if the city had the manpower to complete the project in a short time.

“I firmly believe that we have to do this, and quickly. I’m afraid something will happen in front of this fire station one day, “he said.

“I’ve just been working back and forth with the contractor doing the actual tariff study and we’re looking at how far the reserves are before (use),” Halloch replied.

“We look healthy for the next five to seven years and then need to reassess and push them for a longer period of time. We are in good shape for now through 2030 as long as we keep funding.” these reserves right. “

Patrie said he was concerned about the impact of raising residents’ water and sewage taxes by $ 4 million in one year.

“I think it harms a lot of our community members,” he said.

“So that’s my only problem, I want to make sure we don’t plan on it as a big hit in a year. I think we have to do it right now, write it out. I trust that employees will apply for funding too and we may get extra money to help us improve our budgeting ability and move forward, “said Patrie.

Halloch said the engineering (surveying, geotech and design) for the project will begin this fall and the project is slated to begin in June 2022. It is planned to be completed by October 2023.
