NOTICE TO BIDDERS It is hereby announced that Sealed Bids will be received by the City of Somers Point (hereinafter referred to as the “Owner”) for: 2021 SANITARY SEWER GRAVITY MAIN REHABILITATION CONTRACT NO. It is hereby announced that sealed quotes for the above contract, which includes the in-situ cured sliding gravity line lining for sanitary sewers of various diameters throughout the city of Somers Point, Atlantic County, New Jersey, will be released on Thursday, November 15th Received April, at 10:00 am at City Hall in the clerk’s office at 1 West New Jersey Avenue, Somers Point, New Jersey 08244. At this point, they will be publicly unsealed and the content will be made public. All bids can be submitted Monday to Friday between 9:00 a.m. and 4:00 p.m. to the town clerk’s dropbox in the anteroom, which is located on the ramp at the side entrance of the parish hall. Respondents should call the clerk’s office at 609-927-9088 when they get to the office to let them know that they are dropping the package off at the Dropbox. Parcels can also be sent by post to the city of Somers Point at the address given above, observing Somers Point’s clerk Lucy Samuelsen, RMC / CMR. However, all packages sent by post are still subject to the time limit of 10:00 am on April 15th. The work for CONTRACT NO. 12, 2021 SANITARY SEWER GRAVITY MAIN REHABILITATION, includes the provision of all manpower, materials and equipment necessary to carry out the work shown in the drawings and described in the specifications. The work consists of the in-place cured sliding liner with a VCP trunk approximately 1,510 feet (8 inches) in diameter, a CIP trunk 8 inches (45 feet) in diameter and 1,200 feet (12th century) long Inch). 12 “(12”) diameter VCP trunk, a 15 “(15”) diameter VCP trunk, and an 18 “(75”) diameter VCP trunk. Hydrophobic end seals should be provided on each lined pipe end. The inspection of the network before and after the video as well as the ejection before the installation of the sliding line are to be included. The works are located in the town of Somers Point along various streets. The work must be completed within sixty (60). Days after notification of the proceeding or subject to liquidated damages of USD 500.00 per day. Each bidder must submit a “declaration of ownership” and an “affidavit of non-agreement” with his bid on the forms contained in the contract documents. Tenderers must use the prepared application form included in the contract documents. Each individual proposal must be enclosed separately in a sealed envelope to the owner and marked on the outside with the number of the contract (s) and the name of the project for which the bid is being made. Once bids have been received, no bids will be withdrawn unless expressly authorized herein. The owner must award the contract or reject all offers within 60 days of the opening of the offer, with the exception that the offers from bidders who agree to this can be kept for examination for a longer agreed period at the request of the owner. The owner evaluates the bids and each award is given to the lowest, most responsive, and most responsible bidder. The owner reserves the right to refuse some or all of the offers and to waive any minor informalities or irregularities in the offers received. Successful Tenderers must provide a photocopy of their Certificate of Employee Information Report or the pink copy of the AA-302 Form, as applicable, within seven (7) days of the announcement of their intention to award or to receive the contract, which time is earlier. Otherwise, the bid will be rejected as unresponsive. Successful bidders are also required to submit bonds and evidence of insurance at or prior to the execution of their respective contracts, as detailed in the contract documents. Bidders are required to comply with all relevant federal and state laws, rules and regulations, including, but not limited to, the applicable provisions of Chapter 127, PL 1975 and amendments to the Anti-Discrimination Act (Affirmative Action), the state obligation of Bidder for Delivery Title Letters (NJSA 52: 25-24.2) and the State Requirement to Submit the Names and Addresses of Certain Subcontractors (NJSA 40A: 11-16). The provisions of the current Department of Labor Wage Regulations and the New Jersey Prevailing Wage Act are requirements of this project. Potential bidders must meet the requirements of NJSA 10: 5-31 et. seq. and NJAC 17:27 (contract performance and positive action for public contracts). A copy of the law is available upon request from the town clerk’s office and is part of the offer specifications. Registration of public works contractors under NJSA 34: 11-56.48 et. seq. is required for all projects / contracts that include construction, conversion, demolition, conversion, repair or maintenance work on a public building. All contractors and subcontractors must submit a copy of their Company Registration Certificate issued by the NJ Division of Taxation (PL 2004, c57, effective 9-1-04). The dispute to the offer specifications must be made in writing to the owner at least three (3) working days prior to the offer opening date. Any other appeals submitted will not be considered. Contract documents can be viewed and requested between 8:00 a.m. and 4:00 p.m. at Polistina & Associates, 6684 Washington Avenue, Egg Harbor Township, New Jersey 08234 (phone 609-646-2950). Prospective bidders will be issued plans and specifications upon payment of a fee of US $ 100.00 for each set of full-size drawings with specifications. Payment must be made in either cash or a business check issued to Polistina & Associates, LLC. No refunds will be given if the order is placed. If the contract is not awarded for any reason, a refund will be given to bidders in accordance with NJSA 40A: 11 24 (b) if the contractual documents are returned in reasonable condition within 90 days of notification that the contract was not awarded.
